Proposed 'presence' in would-be Palestinian state muddles talks

George Mitchell, President Obama's special envoy to the Middle East, was in the region on Thursday, in a bid to get Israelis and Palestinians back to the negotiating table. He's scheduled to visit Jerusalem and Ramallah, a Palestinian city in the West Bank.
