Haiti quake: A disaster waiting to happen

The infrastructure of the Western Hemisphere's poorest country was among the world's worst even in the best of times, the country's ambassador to the United States said Tuesday, shortly after a strong earthquake shook Haiti's capital city, cutting power and telephone lines and causing buildings to crumble.
