Vista has exhibits had several atlanta thrashers philips arena recalls demonstrations over the volatile issue, with sheriff's deputies keeping opposing sides separate. A coalition of newspapers and the California Newspaper Publishers Assn is opposing the ACLU's bid. So is a Washington, D. C. -based group, the Immigration Reform Law Institute, which argues in favor of tougher enforcement of immigration laws. For a year the names were routinely disclosed to the public without incident in this city of 90,000 in northern San Diego County. But when the ACLU this summer settled a lawsuit that had sought, unsuccessfully, to overturn the Vista ordinance, it garnered a promise from the city to notify the group when anyone asked for the names. And when Michael Spencer of the Vista Citizens Brigade requested the names, the ACLU sued again. ACLU attorney David Blair-Loy said the names do not fit the definition of public records. Those records, he said, allow the public to assess the workings of government, not to pry into the lives of citizens. In this case, he said, the names have nothing to do with how well government is working. He noted an appeals court decision that upheld a decision by San Jose to withhold the names of people making noise complaints. California, he noted, has a right to privacy embedded in the state Constitution. "To me," he said, "this case is not about immigration.
It's about a constitutional right to privacy. "But immigrant rights are a priority for the ACLU . Although it failed to overturn the Vista ordinance, it persuaded nearby Escondido last year to drop an ordinance that would have required landlords to check immigration status before renting an apartment. "It's an obvious issue for us, given the fact we're a border chapter," said Blair-Loy events at phillips arena . "We go where the issues are. "Alonzo Wickers IV, a lawyer for the Los Angeles Times, finds the ACLU arguments "frankly kind of silly because this information had already been released and there is no evidence that permitees have suffered any sort of harassment. "Attorneys for The Times, San Diego Union-Tribune, and the North County Times have filed lengthy arguments in opposition to the ACLU. "There is a substantial reduction in your expectation of privacy when you seek a permit from government," Wickers said hawks . "This battle over immigration threatens to undermine the right of public access to public records. "Of 121 people who have sought permits, the names of 111 were released before the ACLU lawsuit was filed. A code-compliance officer patrols the Vons parking lot in Vista every day except Sunday, reminding would-be employers that they need a permit, which can be issued, free of charge, on the spot. The ordinance does not require employers to check the immigration status of workers, but the information that accompanies the permit details the legal downside of employing people who are in the country illegally. Deputy City Manager Patrick Johnson said the permit process seems to have eliminated the problem of employers ripping off day laborers by not paying them or not giving them a ride back to the hiring spot. The Vista City Council, battered by months of heated controversy over immigration, has opted not to enter the legal fray. City Atty hawks accessories . Darold Pieper said the city believes that the names are a matter of public record and should be disclosed but is willing to abide by whatever Judge Orfield decides.
Pieper said that even without his participation, the courtroom will be filled with lawyers primed for passionate argument. "There will be a great deal of articulation already," he said. --tony. perry . SAN FRANCISCO — As many as one in six deaths of California prison inmates last year might have been preventable, according to a study of medical care in 32 state lockups that will be used to help rebuild the troubled system. One inmate, who reported extreme chest pains in the middle of the night, died of a heart ailment after waiting eight hours to see a doctor. Another who complained for days of severe abdominal pain died of acute pancreatitis after medical staff did not believe his pleas were credible. A third died after a two-year delay in diagnosis of his testicular cancer. And an asthma patient died after failing to receive steroid medication for two days following transfer from a county jail. The report, released Wednesday by the court-appointed receiver in charge of healthcare for the state's 173,000 prisoners, revealed a broad pattern of delays in diagnosis, poor inmate access to doctors and tests, botched handling of medical records, and failure of medical staff to recognize and treat dangerous conditions. Officials said some lapses led to disciplinary actions against doctors and nurses. There were 426 deaths in 2006, including 43 suicides, and the study examined 381 of them. Eighteen deaths were found to be preventable, meaning better medical management or a better system of care would have prevented deaths hawks clothing . An additional 48 were found to be "possibly preventable," meaning better medical management of a system of care might have prevented death. Of the deaths considered preventable, six were from asthma, which receiver Robert Sillen said he intended to make a priority for reforms. "The leading cause of [preventable] death being asthma is unconscionable, and it is evidence of systemic problems and problems with individual clinical judgments," Sillen said in an interview hawks game . "Adults in 21st century California should not have asthma as a primary cause of death. "Sillen said the report, which concluded that problems such as human error, staffing shortages and poor medical records contributed to unnecessary deaths, provided additional evidence that the state's $1. 5-billion-a-year medical care system needed to be rebuilt from the bottom up. District Judge Thelton Henderson seized control of prison healthcare. . Stanley Sniff Jr. 's appointment this week as Riverside County sheriff was a stunning turn of events for a one-time rising star whose law enforcement career seemed dead. After a 28-year-career in the department, he was sent packing in December by Sheriff Bob Doyle hawks memorabilia . Sniff, an assistant sheriff, was handed a dismissal letter with no explanation and told to be out of the building in three hours hawks philips arena . "There were a lot of people who would have been very despondent," said his close friend Richard Coz, a retired Riverside sheriff's captain who worked with Sniff from his earliest days in the department "But he is very confident in himself He took it in stride and was not vindictive in any way hawks shirt . He was waiting his time to run for sheriff in 2010. "Sniff, 58, held his tongue. He traveled to Egypt and Turkey and hiked in Yosemite National Park, but he also nurtured his relationships with community groups and county leaders to smooth the way for a comeback. Sniff's chance came far sooner than expected, when Doyle announced in August that he was leaving office three years early for a gubernatorial appointment to the state parole board. During the three-week selection process for an interim sheriff, the Board of Supervisors heard a flood of allegations about Doyle's autocratic management style and accusations, which Doyle called "ridiculous," that he promoted only his most loyal followers. Some of Doyle's critics, including top officials at the sheriff's union and Dist Atty. Rod Pacheco, lobbied the supervisors to appoint Sniff -- which they did Monday on a 3-2 vote. Sniff's father, La Quinta Mayor Pro Tem Stanley Sniff, said his son's fall less than a year ago "made him more determined than ever" to take over the department. "It's an amazing irony," the elder Sniff said.
"You couldn't hardly write a movie script that would equal this. "After serving as a commander over the training center and the Riverside jail and as chief deputy of field operations on both sides of the county, Sniff was promoted to assistant sheriff by Doyle in 2004 . Just a month after he took charge of corrections, an attempted murder suspect and three other inmates escaped from a county jail near Murrieta by climbing through water pipes and shimmying down the side of the building using knotted bedsheets. While an internal investigation found flaws in the building's design, Sniff took responsibility "We erred in oversight," he said Atlanta Hawks Philips Arena - philipsarena . "Ultimately it comes back to us. "Later that year, the county Corrections Department was roiled by findings that at least two jail deputies were having sex with female inmates at the Indio facility hawks t shirt . Sniff credits one of his employees with flagging the misconduct after seeing a letter from an inmate. Sniff said it was a lesson to his team to be more vigilant about the problems at the county's overcrowded jails. "Inmates, as well as staff, had found a way to get around checks and balances," Sniff said, noting he pressed to add more cameras in the jails. Doyle said Wednesday that Sniff's performance was "competent" up until 2006 -- just months before he fired him. This week, Sniff said his interest in running for sheriff cost him his job hawks t shirts Atlanta Hawks Philips Arena - philipsarena . Doyle had a chosen successor and didn't want his plan to be derailed, Sniff said. Doyle said that was never the case Atlanta Hawks Philips Arena . "The last time he talked to me [about career goals], he said he didn't have interest in running for sheriff," Doyle said hawks tee. "If he had told me he had an interest in running for sheriff. I wouldn't have had any problem with that. Hawks Philips Arena "Doyle said he fired Sniff on the basis of about 15 incidents in which Sniff had acted inappropriately, but said he could not elaborate because it was a personnel matter. "I don't think there's any organization that would keep an at-will employee that's not doing what's in the best interest of the sheriff or the organization," Doyle said "He knows exactly why he was fired.
